The house of the LORD lamented for the LORD, as they sought help; Samuel stood up to help. Samuel expressed to them if they returned to the LORD there God, with their full heart, the LORD would deliver them out of the oppression of the Philistines.
This was a conditional agreement obviously. They had to put away their strange gods from their minds, strange gods like Ashtaroth. They collectively decided to put away Baalim and Ashtaroth and only serve the God of Israel. Samuel then prayed for all of Israel as they offered water and fasted.
The Philistines attempted to do what all nations do when they see the Israelites gathered together to serve God. They attack them. However, Israel cried to the LORD through Samuel and the LORD Almighty thundered with a great thunder that day.
