The heads of the tribes collectively decided they would demand the tribe of Benjamin to give up those men who performed and condone such heinous behavior. They met in Mizpah, and the Benjamites heard they were meeting regarding the incident.

The Levite ran the story to the chiefs of the tribes and asked them what should be done. Everyone agreed that Gibeah of Benjamin should be punished. The tribes of Israel sent messengers to every town and village in Benjamin.
They ordered them to hand over the men who performed such an act. However, the leaders of Benjamin refused… and you wouldn’t believe what they did instead!!
