Chapter 35 of Numbers begins with God making sure the children of Israel remember to give the Levites their inheritance and cities to live in as well as suburbs.

They will need suburbs to house all their cattle, which is for the sacrificing and offering to the Lord, and for them to consume.

The Levites also needed cities for refuge where the accident killer will stay, as oppose to a jail cell they are housed in our modern days).

A Jailing System That is Not Inhuman

The Levites had a total of 48 cities. God had the other tribes also set up cities of refuge. This is to house the accidental killer. The murderer, who killed premeditatedly, he is to be put to death.

There is no refuge for him.

The slayer who killed accidently, must reside in the city of refuge until the death of the current high priest. The children of Israel had to carry this out or the blood of the innocent would be in the land and defile it.
